The mission of CLOTH’s Housing Development Department is to preserve and develop the housing stock of Southern Washington Heights for low-income families. The majority of CLOTH’s development has been the rehabilitation of existing housing. CLOTH has recently expanded its’ activities to include new construction projects. CLOTH’s Healthy Housing Initiative has produced 77 units of “green” rental housing, which increases indoor air quality and reduces energy costs.

Since CLOTH's housing program began over 20 years ago, CLOTH has developed over 1,000 units of housing (over $50,000,000 in construction contracts, including the Community Management Program) and owns 300 units of affordable housing (worth over $15,000,000). CLOTH currently has 141 additional units of affordable housing in development and has partnered with the Center for Urban Community Services to develop the Dorothy McGowan Supportive Housing Project, a 52-unit project for youth aging out of foster care and formerly homeless adults.

The majority of CLOTH’s housing portfolio has been developed with equity raised from Low Income Housing Tax Credits. Tax Credit housing is targeted to low-income households earning less than 60% of the Area Median Income. (See Updated income limits)
